WINUSB.DLL missing causing tether to fail

I am running Windows XP and Tether will not load. It says WINUSB.DLL is missing. Looking on the web, it appears that WINUSB.DLL can be installed on XP but does not come with it. I am having trouble figuring out how to install it but is there another way to fix this?

Found the solution. If you download WINUSB.DLL from the internet and put it in the same directory that tether is installed in, the error goes away.

Where can you download it? Will the one from my vista computer work?

I found one at these 2 sites, have not tried either yet and since my vista is 64 bit that one may not work. I will try to report back what i find.
