Check your browser configuration on PC, and make sure it is not try to connect web via proxy. Dose your PC browser working properly on other broadband connection?

There are many facts that could make your PC browser slower. Without more detailed information, it is hard to guess.

It will be depend on the carrier's policy for that specific country for how they are charging for data service. As long as you are connecting via Tether application, not carriers "tethering DUN", you will be on the data network. Tether Application we are discussed here DOES NOT work on voice network.

If you are not on 3G data network, your speed will be very limited....

You are welcome. Two things to keep in mind: a) just because your phone is a 3G device, it may not be on a 3G network. The carrier has the control to that based on particular service plan; b) when you are using the phone on internet and feels fast, it is because the browser for cell phone and pages presented on cell phone are totally different as you would be on desktop, the information and size of the page are much smaller than on desktop, that is why it appears faster.

When you first connect your PC over Tether things like Virus Scanners and Windows Update tend to run right away since Windows doesn't know how long you will be connected, this is often what slows down a Tether connection.

Could you go to http://speedtest.net and tell us the result of a test?
