Tether.exe not opening program for the lappy PC

OK I looked for a search bar here for a topic relating to my problem, but don't see one, so If I missed it, Please forgive!

I have done everything by the book, reinstalled twice on lappy, downloaded the app to my Samsung Vibrant phone!

Followed the instructions concerning when and how to connect the usb cable when asked etc!

My main problem is the Lappy Install, "IT WONT OPEN UP THE PROGRAM"
It says: [Tether.exe- Unable to Locate Component] This application has failed to start because WINUSB.DLL was not found. Re-Installing the application may fix this problem.

And YES I DID RE-INSTALL THE PROPER DRIVERS FROM SAMSUNG FOR USB DETECTION AS WELL! for this particular phone.

Phone is: a Samsung T-959 Galaxy S Vibrant
Running on: Firmware; 2.2.1 BaseBand Version; T959UVKB1
Kernnel: 2.6.32.9
Build#: Darkys ROM 9.3 Extreme Edition XWJS5

Lappy is running: Windows XP Pro 32 Bit OS

I was using TetherBerry before this with 0 defects, and I Un-installed it before I installed TETHER for Android

So can anybody shed some light as to why It keeps spitting out the error message above, The DLL file shouldve been in the driver install I'm guessing?

Unless I'm obviously wrong in my assumption and someone can enlighten me as to what to do to get this Install functioning and explain the problem!
