I currently have a license in the US, which works great whenever I need it. But I'm wondering if I can buy one for someone who lives in a different country. I was thinking of gifting a license, but wanted to make sure that it'll work outside of the US. If so, can I just buy it without having the PIN of that device? I ask because I want to take advantage of the current promotion for today and I'm not sure if he'll be using his Bold 9000 or a different one.

You could go ahead and purchase Tether, if Tether does not work you always have 30 days to get a full refund.
He may need to set the APN settings on his BlackBerry device, so if you do purchase the license go ahead and send these instructions as well just in case.
On your BlackBerry click the Options icon and select -> Advanced Options -> TCP and enter your APN settings. Each provider is different in their APN policy, some carriers charge an additional fee and some do not. To be sure call your provider and ask them if you will be charged anything additional to your BlackBerry Unlimited plan for using APN.

That was the initial plan till I found out about the 50% promo for today only. I'm not sure if he'll be able to get everything setup and tested before the end of the day, and I don't want to rush him nor miss out on the offer.

It didn't work. Tether app showed packets going up but nothing down. No downloads.
He's using a non-3G Curve with wi-fi. The newest models with trackpads.
We tried without setting the APN and then with the APN you posted above.
What carrier and country is your friend in?
