You may have accidentally hidden the Tether icon, while on your BlackBerry home screen click the BlackBerry key and select "Show All", now look for the blue "t" Tether icon and highlight it, click the BlackBerry key again and remove the check by the "Hide" option.
Tether could also be located in a folder on your BlackBerry homescreen, perhaps named 'download'', 'downloads', or 'applications'.
