Directions I used to get it working, I'm posting from tethered connection now. I don't have time to proof this post either... can't miss my flight!
UNINSTALL all drivers and tether app if installed. Place droid in usb developer mode. Plug into USB cord. Go to device manager, update driver under android phone. I specifically used the "Android Composite ADB Interface driver from the google SDK. Windows may prompt you to restart.
Now install tether, but change the installation directory from C:\Program Files (x86) to C:\Program Files\
The installation should go smoothly with no errors. I noticed the automated setup reinstalled the bad driver during the tether install.
Once tether install completes, go back to device manager. Double click on the android phone adb interface subsection. Under driver tab, the digital signer reads "nova scotia." This was causing the error on my machine. Click "update driver" Reinstall the Google SDK driver. MAKE SURE to manually pick the driver, I had to uncheck "show compatible hardware" and browse to the sdk usb drivers. I then installed the "Android Composite ADB Interface" driver. Once the diver installs, the digital signer should read "Google Inc."
This solved my connection problems. I'm now tethering about 1.2mbps down. Sorry if someone already solved this. I am about to board my flight and wanted to post this just in case it helped others.

Somewhere during the installation of Tether on my laptop, it asked if I wanted to install drivers and I checked NO. The SDK driver was still installed when the install was finished.
Sorry, I am not willing to muck my PC with the SDK. I will just wait until this gets resolved in a later beta version. I had gotten me to a point where I could not reliably connect the USB, so I had to yank everything out and go back. I have Wireless Tether that I can use for now. It's nowhere near as fast and is not as secure as it should be, but at least it works.
ok never got it to work on my moto droid.... but i bought the HTC incredible on vzw.. every thing loaded as before and i still get nothing.. says waiting for connection over usb.. so confused...
You must enable USB Debugging on your Android device. You do not need to enable the "USB connected" function of the Android device.
1. Uninstall existing Tether software - and reboot PC.
2. Enable USB debugging on Android
3. Download Tether for Android setup (the address is in the mail you received)
4. Right click setup.exe and choose "Run as administrator"
4. Connect the Android device when asked to do so
5. Disable wireless (wifi) on your PC if equipped.
6. Start Tether on the PC and select Android USB
7. Start Tether on Android
ok this funny and ment to post this.. not sure why or how but i down loaded pdanet and ran that set up and got it to work i was happy. so after this i started up my tether and it works. im very pleased to get to work. why i it didnt before is beyond me all is good.
i would have thought this would have been tested on the droid before being released.

Thank you for your speedtest results, it is interesting that you installed PDANet and the drivers repaired your Tether installation.
From your posted speedtest results your browsing experience should be pretty respectable.
