Could you install the following version of Tether on your BlackBerry:
http://tether.com/t/backups/1.1.0.4/tether.jad
This version of Tether will resolve the issue.
Please do not do any updates at this time.
Tether is looking into why Tether 1.4.4.1 is causing this issue.
You can also follow the following forum once a update is available:

Hey Guys am using Vodacom SA BIS and am on prepaid.
I managed to connect with tether last nyt though my R20 air time was gone in the process.
I don't think tether uses the bis. HELP WITH SETTINGS
~Tether not on BIS on vodacom SA?......
I have a Blackberry Bold 9700 on BB Internet provided by Airtel Malawi.
My software version is 5.0.0.680 (Bundle 1149 Platform 5.1.0.160)
The APN i am using is "internet" and whenever i connect with tether, it uses my airtime (I pay for internet). Once my airtime is drained, it tells me that the registration server is down.
How can i access free internet?
Alick - Malawi, Africa
If Tether does not connect without a APN this means that a APN is required for your carrier.
If the carrier charges for APN usage this means there is not work around for your carrier.
Message on bb. The registration server is down please try again later. I am using the trial version. My provider is mobilicity. Apn. Wap.davewireless.com. Help!
Could you try uninstalling the Tether Application by following these steps from your BlackBerry Smartphone:
1) Options -> Advanced Options -> Applications
2) Highlight the Tether software
3) Press the BlackBerry Menu button
4) Select Delete
Once the Tether application has been uninstalled, could you install it again by opening this link through the default BlackBerry Browser:

Tried downloading this version. Stii not working. Same deal pc says connected to bb, bb says tether running. No browser connectivity.
Any ideas?
Could you verify with your carrier you have the correct APN set on your BlackBerry?
Wap.davewireless.com
Confirmed by carrier
22:47:33 Code: 302 Len: 14
If the APN is confirmed by the carrier and you are receiving that error there is not work around for your carrier.
What does that mean
Does this mean I am out of luck?
Yes this would be correct.
Sorry.
