I have tether for my Blackberry. Do I have to buy tether again if I buy an HTC Incredible?

You will have to buy a separate license for the Android, but the pricing will be different then our BlackBerry version.

No, only if you are updating from one phone type to another. eg. BlackBerry to Android.
