Failed Error trying to Launch Tether on Laptop .....Uninstall and reinstall about 19 times...No Change

I keep getting this error upon trying to open Tether, it reads.....
"This application has failed to start because the application configuration is incorrect. Reinstall the application"...

Thing is I reinstall and install about 18-19 times now, even wiping it clean and reinstalling...Same error. Platform is Win XP ... Tether on BB installe great.
Any ideas from you bright folks :)
