Is anyone aware of a Y cable that would allow me to connect 2 laptops to 1 mini USB smartphone to allow both to connect to the internet simultaneously?

ICS - internet connection sharing would work -
XP and newer have it built in inherently.

phone -> USB -> Laptop -> Ethernet -> Laptop

Laptop 1: when sharing enabled tetherberry adapter has its own IP, but the LAN adapter gets 192.168.0.1

Laptop 2: LAN adapter is assigned an IP via DHCP and automatically uses Laptop 1 to connect to the internet.

You can also do it wirelessly, by plugging in the LAN adapter from Laptop 1 into the WAN port of the wireless router. You may also be able to share wirelessly by creating an ad-hoc network, but I have not tested.

kopit is right except for one thing.

phone -> USB -> Laptop -> "Crossover Cable" -> Laptop

The cable between laptops needs to be a crossover cable. A regular Cat5 will not work.
