cant install tether beta on my samsung moment

hello i am am wondering how i install tether on my phone. when i copy the url it just leaves me to a blank page it wont recognize the url address http://tether.com/a/tether.apk do i need something else to install this app like an apk file program. thank you all for your help

Not sure if the link to the beta belongs in here... is beta open to everyone now or is Tether still deciding on case by case basis?
