When I attempt to open Tether on my 9650, i am directed to a web site to agree to license terms but there is no where to say I except the terms and move forward.

isnt this an older version you are asking me to install? What I cannot find, is a box to check or something to that affect to acknowledge i accept the teather terms.

Tether has a known issue with some BlackBerry OS versions. The workaround it to install the older version of Tether which does not have the Terms of Service.
Tether is looking into this issue.
Could you install the following version of Tether on your BlackBerry:
