I can login to the VPN and open some applications like RDP, Remedy, but I cannot use SQL Server TDS, Office Communicator. Also I can telnet to the SQL Server port 1433 and do get a responce, but I cannot login. So VPN works halfway. If I use a sprint card then I can connect to everything just fine.

Tether may not have the same amounts of ports open as with AirCard connection (Sprint DUN). If I am not mistake, SQL require more than just port 1433 to be opened.
One suggestion in dealing with VPN connection, more than often, whenever it is possible, I would prefer to setup a desktop (or a virtual server) at the other end of VPN, then only using VPN to connect the remote host via Remote Desktop or Terminal Session. This way would eliminate most posts related issue, and much easy to manage which ports to open and available via VPN. I am using Tether for remote desktop and terminal sessions quite often, and I know those ports are open without any problem.



Are you certain that your Tether connection is not firewalled, each network adapter under Windows can have individual settings.
I mean are you certain you have the proper ports open on the Tether connection?
